School Board Approves Boundary Map *A5
At a special meeting on Monday, March 26, the Board of Education approved the adoption of Boundary Map *A5 as recommended by the Superintendency.

The new elementary school boundaries go into effect for the 2007-08 school year.  New junior high boundaries will take effect in 2008-09 for incoming seventh graders.  Current sixth and seventh graders have been assigned to Indian Hills or Stilwell based on existing boundary lines. 

The Board approved the following – in priority order -- for Fall 2007 enrollment in the elementary schools, based on available classroom space:

  1. “Grandfather” students and their 07-08 kindergarten siblings who live in the current school boundary area and attended the school in 2006-07.  This grandfathering would be offered to students through eighth grade. No transportation would be provided by the district for grandfathered students in grades K-8.
  2. Enroll voluntary transfer students and their school-age siblings who have been in their selected school for three years or more.
  3. Enroll students who have been capped out back to their home school.
  4. Enroll students newly assigned to the school due to boundary changes.
  5. Enroll students who have moved to the district and did not attend a WDMCSD school in 2006-07.
  6. Enroll voluntary transfer students who have been in the building less than three years -- on a case-by-case basis, using class size equity as one determining factor.
  7. Enroll open enrollment students and their school-age siblings who have been in their selected school for three years or more. (Note: This item was previously third on the priority list and was moved as a result of Board discussion and action.)
  8. Enroll open enrollment students who have been in the building less than three years -- on a case-by-case basis, using class size equity as one determining factor.
  9. Enroll new voluntary transfer students -- on a case-by-case basis, using class size equity as one determining factor.
  10. Enroll new open enrollment students -- on a case-by-case basis, using class size equity as one determining factor.

Free transportation will be provided for two years to students who choose to attend the newly assigned school if:
            they do not live within the walk zone or
            they do not already qualify for free transportation


The Board also approved the following as presented by the Superintendency:

  • The Crestview Elementary School attendance area will require further study and the potential for action, based on long-term community development.
  • School boundaries will require adjustment more frequently than in the past.  With changes coming to our communities, with neighborhoods maturing and with limited development projected, we must continue to keep district enrollment balanced so school space is used to maximum efficiency.
  • Schools extending their current boundaries will plan special activities this spring to welcome new families.

The principals from Clive, Hillside, Fairmeadows and Western Hills will contact families impacted by the boundary change within the next few days to confirm enrollment options and attendance plans for the 2007-08 school year.  Parents and staff at Clive, Hillside Fairmeadows and Western Hills will each host a special event in early April to welcome families newly assigned to their schools.

Recommendation from the Superintendency
After analysis of the considerable data gathered, generated and applied during this study, after review of  the notes from the community forums and the on-line survey results and after lengthy discussion of the recommendation from the Boundary Study Committee, the Superintendency recommends the adoption of Option *A5.

*The map has been slightly modified from the original A5 proposal to reassign families south of Ashworth and north of Vine Street on 30th, 31st and 32nd streets from Western Hills to Fairmeadows. 

We extend our appreciation to the members of the School Boundary Study Committee.  Their work over the past several months has been rigorous, under-appreciated and at times overwhelming.  The recommendation presented to the Superintendency reflects the careful thought invested in the boundary study.  In reaching our recommendation, we have concurred with the A5 map proposal from the Boundary Study Committee.  We also have examined additional data and have determined that Option *A5 does not substantially alter the ethnic diversity in our schools.

In addition, we acknowledge the following:

Opportunities for Public Comment
The Board will again hear comments on Monday, March 26 at 6:30 p.m. in the Community Room at the Learning Resource Center.  It is anticipated the Board will deliberate and take action on a boundary recommendation at a special meeting on Monday, March 26 following public comment.

Criteria Rankings
Six criteria have been used to measure the boundary options developed for consideration.  On February 20, committee members rated how well Options A4, A5 and A6 met the criteria (one = does not meet criteria to five = meets criteria well).  The results will guide discussion at the February 28 meeting as the committee develops a recommendation for boundary adjustments.
