| English as a second language (ESL) is specially
designed instruction that teaches English Language Learners
(ELL) English language skills, which include listening, speaking,
reading, writing, study skills, content, and vocabulary. ESL
instruction is primarily in English with little use of native
language (OCR document, 11/30/99).
When each parent registers a new student in the West Des Moines
Community Schools, a Home Language Survey is completed. If
the parent indicates English is not the primary language spoken
in the home, the family is referred to the West Des Moines
Community Schools Welcome Center located at Valley High School,
1140 - 35th St., West Des Moines. The Welcome Center’s
phone number is (515) 633-4001.
At the Welcome Center, students are tested
on their oral, written, and reading proficiencies. If the
student qualifies for ESL services, placement is made at a
school which provides these services.

*Please note: Due to high numbers in our
elementary ESL programs, slots are assigned according to availability.
In addition, ESL services are not formally provided for kindergarten-aged
students.
Elementary Level - Free transportation is provided for ESL
students only if students must attend a school (other than
their neighborhood school) to receive ESL services.
Secondary Level - Since ESL is provided
in all of our secondary schools, transportation is not provided
for free. If assistance is needed to pay bus fees, see the
school’s secretary or principal to determine eligibility
for assistance.
The ESL teacher will provide some pullout instruction as
well as collaborate with the general education teacher to
provide support within the regular classroom. As a student’s
language skills progress, less intensive instruction will
be provided.
Newcomers – For those students at a very
basic level, newcomers programming is available. This is
an intensive 2-3 hours of instruction in basic English skills.
Newcomers programs are available at Stilwell and Valley
High School.
ESL classes – Specially
designed courses are taught by ESL teachers to further develop
the language skills for the English Language Learner.
Sheltered Classes –
Limited numbers of special courses, taught by a regular
education teacher, are available to English Language Learners
who are beginning to become proficient in the English language.
Resource – ESL
teachers are available during certain periods of the day
to assist ELL in completing coursework and requirements
in general education classes. Resource assistance is available
to ELL students throughout their school career, as needed.
If a parent wishes to waive ESL services, a waiver form must
be signed by the parents or legal guardian. This is kept in
the student’s cumulative file.
Parental participation in a child’s education is essential
for success. For this reason, the West Des Moines Community
Schools employ a full-time Spanish interpreter, as well as
a Bosnian interpreter. They are available for meetings, phone
calls, and general assistance. If you speak a language other
than Spanish or Bosnian, and wish to have an interpreter available
for school related situations, contact your child’s
teacher so this can be arranged.
Be involved in your child’s education.
- Ask questions of your child and the
school. When in doubt, call the ESL teacher.
- Make school and schoolwork a priority.
- Encourage your child to become involved
in after-school activities.
