In a traditional
solid waste program, the client and the waste contractor typically
have conflicting incentives. While the client (WDMCS) benefits
from decreased service, the contractor’s interest is
in increasing service levels.
A Resource Management (RM) program
expands the service provided, with the contractor becoming
an integral part of the solid waste management program. The
fee structure is revised to compensate the contractor for
their solid waste expertise, rather than the traditional quantity
of waste disposed.
The service provider is rewarded for
assisting with prevention, reuse, recycling and composting
alternatives to solid waste issues. In addition, the service
provider assumes the responsibility for tracking, quantifying
and reporting information that is essential to an effective
solid waste management program.
