WDMCS tax rate, tentative teacher agreement approved

On April 9, 2012, the West Des Moines Community School District Board of Education approved the 2012-13 certified budget and tax rate of $13.30, which remains the lowest in the metro area. This compares to the 2011-12 rate of $13.85. The board reviewed the certified budget during a workshop on March 12 and held a public hearing during the April 9meeting. The board also approved the West Des Moines Education Association’s 2012-13 tentative agreement with a total package increase of 3.69%. There were several updates in the contract language, as well as an additional $900.00 on the base salary. It also approved the 2012-13 West Des Moines Educational Support Personnel tentative agreement with a total package increase of 1.69%. This also includes contract language updates, as well as a 45 cent ($0.45) per hour increase for all current employees who are on schedules A, B, C and D. The board also held a discussion regarding the implementation of Instructional Coaches in the district, with members of the school district’s reading staff speaking during the open forum portion of the meeting.

Other Action Items

  • waived the first reading of the board policies 400 series; approved the board policies 400 series;
  • held public hearings on the Clegg Park Easement, VHS Improvements 2011 Phase 3A, and the 2012-13 Certified Budget;
  • accepted the low base bid from Bryan Crow Construction, Inc. of $180,675 and denied Alternate 1 for the Jordan Creek Elementary School Flooring Replacement project;
  • accepted the Jensen Builders Limited bid of $214,600 for Bid Package #31C – Site Development on the VHS Improvements 2011 Phase 3A Project; approved a change order to Rochon Corporation ($20,543) to furnish and install millwork associated with Alternate 1A and credit for new louvers at lower level heat pump locations;
  • approved the 2012-13 agreement with Orchard Place (PACE) ($146,257) providing for contracted services of 2.5 FTE caseworker-therapists for Walnut Creek Campus;
  • approved an agreement with EMC Insurance Company to pursue claims of damage against an uninsured driver of a vehicle that rear ended a district school bus;
  • approved the bills for payment dated April 9, 2012 in the amount of $5,998,971.46;
  • adopted the consent agenda including minutes of the March 12, 2012 workshop and regular meeting and the March 26, 2012 special meeting, personnel resignations, personnel recommendations, support staff new hires, certified staff initial contracts, and a student trip request from the Valley High School (VHS) Model United Nations team to travel to Cedar Falls to attend the Annual Iowa High School Model United Nations Conference April 12-13, 2012 and the Mandarin Chinese Students and Valley Chinese Lion Team to travel to St. Louis, MO, to attend the Chinese Bridge Competition April 20-21, 2012, change orders to the VHS Improvements Phase 2 project for Concrete Technologies Inc. ($4,980) to add concrete components to the south commons ramp and to use welded wire fabric in lieu of fiber mesh, for Des Moines Marble ($23,134) for tile work associated with the south commons ramp, for Forrest and Assoc. ($6,168) for masonry work associated with the south commons ramp, for Katelman Steel Fabrication Inc. ($9,593) to add steel components to the south commons ramp and angles and anchor bolts, for Wes Jarnagin ($654) for painting work associated with the south commons ramp, change orders to the Walnut Creek Campus project for Van Maanen Electric ($4,521) to furnish and install additional emergency lights and provide three wireless access points in the media center, for Olympic Companies ($19,709) to demolish existing soffit and fascia at the lower level, area B and area C north, demolition at the north wall of the lunchroom, and to reframe existing above-ceiling wall between the Computer Lab and the media center, for L.A. Fulton & Sons ($4,337) to furnish custom louver sleeves at the Bard heat pumps, change orders to the Crossroads Park project for a credit to Pleva Mechanical (-$2,400) for back-checking work related to commissioning, for Siemens (-$5,136) for back-checking work related to commissioning, approved substantial completion and final acceptance of work completed by Forrest & Associate, Baker Electric, Pleva Mechanical, Siemens Industry and Systems Management and Balancing for the Crossroads Park project, for Nikkel and Associates ($12,367) to cut an oil containment moat around the perimeter of existing transformer pad and install rock, for Hansen Company ($1,804) for additional support for transformer roof and a temporary dust barrier between server and cafeteria.
