WDMCS Board: Policies, Construction Projects & Paying the Bills

The West Des Moines Community School District Board of Education met in regular session on Monday, February 13, 2012, and took the following action:

  • adopted the consent agenda including the minutes of the January 23, 2012 workshop and regular meeting and the January 30, 2012 and February 8, 2012 special meetings, personnel resignations, personnel recommendations, support staff new hires, certified staff initial contracts, a student trip request from the Stilwell Junior High Orchestra to travel to Kansas City, Missouri, to attend the Worlds of Fun Music Festival, final acceptance of the work done by Bryan Crow Construction on the VHS Softball Dugouts, and the following change orders to the VHS Improvements 2011 Phase 2 – Academy Roofing ($0) to clarify curtainwall details, American Marking ($750) to add signage, Architectural Wall Systems ($0) to clarify curtainwall details, Concrete Technologies, Inc. ($0) to delete the requirement for field-cured concrete samples, Hansen Company ($1,287) to change fasteners at treated wood, change all roof blocking from pressure treated to non-treated wood, make modifications to FEMA air plenum, relocate the Tiger Paw, add fire rated access panel, clarify curtainwall details and add access panel, Jarnagin ($2,390) for painting specified areas, Nikkel and Associates ($0) for electrical system modifications, Proctor Mechanical (-$1,527) for plumbing piping modifications, Siemens Industry, Inc. ($0) to have the DDC system enable/disable the kitchen hood exhaust fans;
  • held a hearing on the Westridge Elementary Roof Replacement;
  • approved a design proposal from Twin Rivers Engineering Consultants, Inc. for new and replacement mechanical systems at Valley Southwoods for a fixed fee of $24,500 plus a not to exceed of $2,000 for reimbursables;
  • approved the low bid from Academy Roofing & Sheet Metal Co. for the Westridge Elementary Roof Replacement at a construction cost of $1,394,000;
  • approved a contract amendment to SystemWorks for Stilwell Junior High;
  • approved a proposed contract with SystemWorks for commissioning and test and balance services for Walnut Creek Campus;
  • approved a change order for the VHS Improvements 2011 Phase 1 project for Lansink Construction (-$1,320) to omit installation in specified penthouse areas;
  • approved the following change orders for the VHS Improvements 2011 Phase 2 project – Forrest and Associates ($9,053) to maintain thru-wall flashings, change sheet air/vapor barrier product, clarify curtainwall details and make modifications to cast stone, Katelman Steel Fabricators ($45,502) to add angles associated with the curtainwall, add steel support reinforcing and add angles to support cast stone, Olympic Companies ($13,194) to make changes to gypsum framing, install tile backer board, relocate the Tiger Paw, change gypsum board at exterior wall to moisture resistant and clarify curtainwall details;
  • approved the purchase of four 84 passenger buses from low bidder School Bus Sales for a total of $376,552 from the 2012-2013 sales tax funds;
  • approved a support agreement for $4,240 with Mapcon, a software package used to initiate and track maintenance work requests;
  • approved an amendment to the Wellmark BC/BS Administrative Services Agreement to expand the district’s wellness screenings to non-insured employees;
  • approved Positive Pay fraud protection from West Bank for the district account;
  • approved and amended a contract with Benefitfocus;
  • approved a classified recruitment agreement with Des Moines Register Media to advertise job openings;
  • approved a Corporate Authorization Resolution/Account Agreement with West Bank;
  • waived the first reading and approved Policy 505.11 (Proficiency Requirements for Dual Enrollment);
  • authorized the administration to request from the School Budget Review Committee $1,215,617 in modified allowable growth for English Language Learner (ELL) services;
  • approved a resolution fixing the Date of Sale, Approving Electronic Bidding procedures, and Approving the Official Statement For School Infrastructure Sales, Services and Use Tax Revenue Bonds, Series 2012;
  • paid the bills dated February 13, 2012 in the amount of $7,840,902.89;
  • held an executive session as provided in section 21.5 (1)(c) of the open meetings law to discuss pending litigation with counsel and reconvened into regular session.
