WDMCS Board Reviews Program of Studies & More

The following is an informal summary of the actions of the West Des Moines Community Schools Board of Education at recent meetings. This is provided as a service to district staff and the public. This is not the official minutes of the board meeting, but a quick rundown of action taken. Official board minutes must be approved by the board per Policy 212.1 and then are posted on our website (www.wdmcs.org).

Workshop

The WDMCS Board of Education held a workshop on Monday, Nov. 7, 2011. No action is taken at workshops. These meetings, which are open to the public, provide a time for board members to learn more about a topic or area of the district. During the November 7th meeting, the district’s Teaching & Learning Services department reviewed the Program of Studies Proposals for 2012-13. The documents presented are available here.

The program of studies includes courses or subject areas taught in grades K-12. The program of studies is reviewed each year. For the current review process, staff members submit course proposals, which are then reviewed by administrators, the Site Curriculum Council, the Teaching & Learning Services Advisory Council, the Teaching & Learning Services department, and the Superintendency. The district also conducts a regular review of curriculum used by the district. This review – or curriculum cycle – is included in the process described above. The WDMCS Board of Education takes final action on the program of studies and curriculum cycle proposals. The board is tentatively scheduled to take action of the Program of Studies Proposals for 2012-13 at its December 12, 2011 meeting.

Regular Meeting
The WDMCS Board of Education held a regular meeting on Monday, Nov. 7, 2011, and took the following action:

  • approved the consent agenda including minutes from the Oct. 19 special meeting and Oct. 24 regular meeting and workshop, personnel resignations, recommendations, support staff new hires, and two student trip requests: the Stilwell Science Bowl Team to travel to Ames for the Science Bowl Competition February 24-25, 2012 with funds from the Stilwell Activity Fund, and the Valley and Valley Southwoods Jazz Bands to the Phi Mu Alpha Jazz Festival in Kirksville, Missouri February 24-25, 2012 with funds from fundraising activities;
  • approved a design proposal from OPN Architects, Inc. for needed repairs/replacement of windows, roof and interior and exterior finishes/surfaces of Hillside Elementary with a fixed fee of $64,500 plus reimbursable expenses at stated contract rates. It was noted that OPN’s project design services relating to Hillside School include: removal, replacement and /or repair of the exterior window and wall systems due to water penetration; removal, replacement, and/or repair of interior wall finish systems related to water penetration of the exterior window and wall systems; consulting services including, but not limited to, structural, mechanical, electrical, acoustical, interior, civil, landscape, and cost estimating are not required for this project. Design services will start immediately and facility repairs/replacements would commence in the spring of 2012;
  • accepted substantial completion of the 2011 Valley HS Softball Dugout Improvements project;
  • approved substantial completion of the 2011 VHS Roof Replacement project and final acceptance of the 2011Valley HS Roof Replacement project completed by Academy Roofing & Sheet Metal Co.;
  • approved substantial completion and final acceptance of the Stilwell Junior High Phase 2 project for work done by Brockway Mechanical and Roofing and Siemens Industry, Inc.;
  • approved the following change orders to the VHS Improvements Phase 1 – AJ Allen ($1,365) to insulate existing piping and ductwork per PR #11 that will be exposed to the weather this winter and Central Western Fabricators (-$3,072.00) for the installation of the fieldhouse north mezzanine steel beams that were not installed as a result of a cost savings idea brought up in the field;
  • approved a $0 change order to all contracts in Phase 2 for the following ASI’s: CCD #2-005 – ASI 001 – Addenda Clarifications, CCD #2-008 – ASI 102 – Infill Block Out Areas Between Benches Along Grid G1 in Area F, CCD #2-009 – ASI 103 – Include Phase 2 Elevator Bid Package and Specifications, CCD #2-010 – ASI 105 – Concrete Wall Openings For Doors and Louvers, and CCD #2-012 – ASI 104 – Dimension Floor Sink Locations in Café V;
  • approved a $0 change order to the Corell contract to delete a retaining wall, cut down 10 trees, and furnish 10 new trees onsite as per discussions with Weitz, RDG, and district staff;
  • approved a cooperative agreement with DMACC to provide Certified Nurse Aid coursework for West Des Moines School District students;
  • set a hearing for November 21, 2011 at 7:00 p.m. at Crestview  Elementary School for those who wish to present to the board objections to or arguments in favor of the sale of the residential dwelling at  1200 8th Street, West Des Moines, Iowa for $136,500;
  • authorized the administration to request from the School Budget Review Committee (SBRC) $209,190.79 of modified allowable growth for additional costs attributed to the removal, maintenance and abatement of environmental hazards;
  • approved the bills for payment dated November 7, 2011 in the amount of $ 1,974,801.03.
  • held an Executive Session as provided in section 21.5 (1) (c) of the open meetings law to discuss pending litigation with counsel;
  • reconvene into regular session;
  • denied, as the designated appeal board of the Central Buying Consortium, the appeal by Martin Brothers to the Central Buying Consortium’s award of its contract for food and supplies to Hawkeye Food Service, Inc. and authorized the board president to review and execute a prepared written decision by legal counsel consistent with the board’s deliberations.

Special Meeting
The WDMCS Board of Education held a special meeting on Monday, Nov. 7, 2011, and took the following action: held an Executive Session as provided in section 21.5 (1) (e) of the open meetings law to consider whether to expel a student; reconvened into open session; expelled a student through the end of the second semester of the 2011-12 school year.
