WDMCS Board Reviews Community Education, Valley High School Bids

Meeting Summaries – Oct. 4 & Oct. 10

The following is an informal summary of the actions of the West Des Moines Community Schools Board of Education at recent meetings. These are provided as a service to district staff and the public. They are not the official minutes of the board meeting, but a quick rundown of action taken. Official board minutes must be approved by the board per Policy 212.1 and then are posted on our website (www.wdmcs.org).

The Board of Education of the West Des Moines Community School District held a workshop session on Tuesday, Oct. 4, 2011. The meeting was informational only, providing an orientation session for new board members. No action was taken.

West Des Moines Community Schools Board of Education

The Board of Education of the West Des Moines Community School District held a regular meeting on Monday, Oct. 10, 2011, and took the following action:

  • approved the consent agenda including minutes from the Sept. 19, 2011 annual & organizational meetings and the Sept. 19, 2011 and Sept. 28, 2011 special meetings, personnel resignations, recommendations, support staff new hires, certified staff initial contracts, and the Valley Voices and Valley Vox High School singers trip request to travel to St. Charles, Ill., March 9- 12, 2012 for a jazz festival for Vocalese and Vox ensembles;
  • held a public hearing on the proposed sanitary sewer easements at Valley Southwoods, which was publically noticed on Sept. 26, 2011. No objections were filed.

  • approved the following change orders to contracts for the Crossroads Park Elementary project:
    • Pinnacle Construction ($655.20) to install a rip rap flume in lieu of a concrete flume in the northwest section of the site for storm water drainage and back-charge for electrical site locates performed by Baker Electric
    • Pleva Mechanical ($4,095.00) to furnish and install approximately 150 lf of new pipe insulation in Mechanical Room 1790, and for controls wiring work associated with adding duct sensors for AHU-1 and chilled water sensors for the existing chiller per PR 61.
    • Siemens ($1,860.50) for the following work – 1. Furnishing additional duct and chilled water sensors per PR 61. Programming, commissioning, testing and graphics associated with the new sensors, 2. Back charge for wiring rework associated with changing the candela rating on the fire alarm devices.
    • Baker Electric ($5,213.80) for the following work – 1. Additional circuitry work related to adding a power supply and wiring rework associated with changing the candela rating on the fire alarm devices, 2.Electrical site locating performed for site signage installation;
  • approved final acceptance of work completed by Pinnacle Construction, Color Inc. and DeMaranville Installations for the Crossroads Elementary project;
  • approved change orders to contracts for the Valley High School Improvements Phase I project:
    • AJ Allen ($275) to add a shut-off valve to the new sump tank per ASI 007.
    • Central Western Fabricators (deduct $1,000.00) to not install temporary safety railing at penthouse as originally required by scope of work.
    • Jensen ($5,207.00) for the following work items: CCD#1A-025 – Tie in existing storm sewer at baseball field not shown on documents, CCD#1A-029 – Relocate existing water line to allow installation of new sanitary line to new structure, CCD#1A-032 – Install temporary asphalt transition from new west lot to existing north lot, CCD#1A-033 – Install additional 24’ gate at east site entrance per CM request, CCD#1A-036 – Credit to not install sod along west side of building that is currently rocked per Owner directive, CCD#1A-040 – Modify new structure ST-3 in the field due to existing conditions requiring changes from original design.
    • Lansink (deduct $3,500.00) to not demo existing cast stone from the field house wall;
  • approved a resolution that easements in real estate near Valley Southwoods be conveyed by the district to the City of West Des Moines for $1.00 and other good and valuable consideration;
  • approved Amendment #3 to the RDG Architecture/Engineering agreement adding landscape architecture for two modifications: re-design to the new site near Valley Southwoods after unsuitable soils were found on the site next to the stadium ($22,030), and additional storm water management surveying and design ($13,750) due to the City’s request the Valley Southwoods site be verified and modified to meet the original project documents for that project, as well as the modifications currently underway at tennis and in planning for Jordan Creek Elementary for a total of this change of $35,780. Funds will come sales tax assigned to the existing budget for the tennis project and be supplemented from the site dollars allocated to the Jordan Creek Elementary project since this effort eliminates the work scope identified in that project;
  • rejected all bids received on Sept. 14, 2011 for the Valley High School Improvements 2011 – Phase III project, with the exception of Bid Package BP#10A – Phase 2 and 3 Signage for the American Marking bid in the amount of $35,936. Board member Jill Hansen noted that requests for bids on this work were sent out early and they came in high, and this project phase would be rebid. Board member Liz Brennan noted that this will not change the Phase III project timeline and this portion of the project will be bid closer to the time of work in 2012-13
  • approved a usage agreement between Valley United Methodist Church and WDMCS. WDMCS Community Education offers the Brighter Beginnings parent support program at the church three mornings per week for an annual fee of $450;
  • approved a contract for the School Administration Manager (SAM) program, which is a strategy designed to change the role of the principal from the managerial leader to the instructional leader, resulting in an increase in time spent on improving teaching and learning. Educators acknowledge and research confirms that school administrators are second only to classroom teachers in terms of their effect on student learning in the school setting. School Administrators of Iowa (SAI) sponsors this program. The district will pay half of the cost ($1,960) and the other half will be funded from the building budget.
  • approved an agreement with Food Bank of Iowa for the Backpack Buddies Program for the 2011-2012 school year. This program provides nutritious and easy-to-prepare food to chronically hungry children that they may take home on weekends. The WDMCS will distribute items provided by the Food Bank of Iowa free of charge to needy students.
  • approved an agreement between the Iowa Department of Public Health (IDPH) for the collection of height and weight data of 7th and 8th grade students in the district. With parental approval, the district will collect the information from students to participate in the Body Mass Index surveillance survey and submit the results to the IDPH by December 15, 2011. The district will receive payment of $630.00 from the IDPH for collecting this data;
  • approved an agreement with Iowa Christian Academy to allow WDMCS resident students enrolled at Iowa Christian Academy to share the services of school personnel and classrooms provided for the WDMCS Orchestra Program;
  • approved the renewal of an agreement with Valley Evangelical Free Church, which is adjacent to Jordan Creek Elementary School, for use of their classrooms. The total cost of rent, utilities and custodial services for the 2011-2012 school year will be $20,000. PPEL funds will be used. This will provide additional classroom space to meet the demand for early childhood special education programming;
  • approved the bills for payment as presented by the administration dated October 10, 2011 in the amount of $7,373,179.80.
